Maybe it's just Xbox.com or something. Some times certain parts of the site have limited access like the Marketplace or the ability to view stuff on a friend's profile but the online still works. On rare occasions, even communication via headset has problems.
I'm gonna fire up Call of Duty Black Ops right now to see what it's like.
