Personally, I don't believe that any developer has the resources to make a game with 25GB of compressed unique game content. Assuming a 2 year development cycle (and 260 working days per year) you're averaging 50 MB of data a day in compressed game content; if that was music it woud represent 10 to 20 band days of work, or it would represent hundreds (200+) of textuxture artist/3D modelers/level designers days of work.

This means that the space is likely taken up by content which is not unique, not compressed, or (potentially) neither compressed nor unique.
