Why do you need more dark, dank, dirty, gloomy, rusty pipes and decayed buildings anyways? You are pretty much talking about a very convincing and unsettling way of describing our world nowadays. 

...everyday of the week for me. the bright colored technology thing just doesn't sit well with me. I see high tech as sleek and efficient, sterile even. I love the throne room in XIII in Orphan's Cradle, Midgar is amazing, and love zanarkand. I also hate overy ornated background.

But Zanarkand is full of odd-designed buildings with waterfalls and even whole floating rivers and lots of lights. It's not very different from the examples you mentioned to dislike. Aren't you sure you just want some sort of chromatic/thematic consistence? That's another issue entirely.
