No, just no. Half of the FF appeal lies on scenery porn, just like Avatar. FFX wouldn't work if it was settled on anything less than the breathtaking beauty of Spira.
Why do you need more dark, dank, dirty, gloomy, rusty pipes and decayed buildings anyways? You are pretty much talking about a very convincing and unsettling way of describing our world nowadays.
