They've actually done it kind of cleverly. It's not called "Final Fantasy XIII-3", it's called "Lightning Returns: Final Fantasy XIII", suggesting that if you played the first game but not the second you could get into this new installment.
Of course, I doubt it'll work out like that, but I think they've been kinda clever in their naming & focus of the game.
