A console with roughly the same technology which consoles twice as much power will roughly speaking be twice as powerful.
A console which uses technology twice as good but uses the same quantity of power will roughly speaking be twice as powerful.

Like for instance the HD 7770 is half as powerful as the HD 7870 and it uses half as much power, roughly speaking. If you know the power consumption and the rough technology of something then you can make a good guess as to what kind of performance to expect.
