I wouldn't buy a 3DS just for Mario games. You have to buy into Nintendo's philosophy and enjoy at least 5 to 6 of the staple franchises besides Mario that are found on Nintendos handheld like Zelda, Dragon Quest, Metroid, Shin Megami Tensei, Kid Icarus, Layton, Phoenix Wright, Monster Hunter ( :P ) and so on.
Concerning region lock: Shouldn't be too much of a problem since Iceland is no mans land anyway and you can order US games from play asia. They deliver nearly everywhere and the US games are pretty cheap.
Ongoing bet with think-man: He wins if MH4 releases in any shape or form on PSV in 2013, I win if it doesn't.
