How should "exclusive" be defined when comparing PS3 and 360 exclusives?

Should exclusive mean it's only available on the platform, or available on one but not the other?

Example of the former is Uncharted 3 (only on PS3).

Example of the latter is Left 4 Dead (on 360 and PC, but not PS3).
