That would be a bad idea because 80% of the people play only with Ryu or Ken so they'll have to buy only one character.
They will probably make a new, exclusive character for the Wii U version which will be the only one unlocked character on the disc, and he will suck even more than the new Dante.
Edit- Someone like Dan and Skullomania combined.
Then if the game don't sell they can blame the Wii U userbase, and that they don't care about the effort Capcom have put in creating exclusive content for the Wii U version.
