Actually you could, but something will have to give either geometry, shading, lighting, polygons, physics or A.I etc'.
It's like running Doom 3 on a 3dfx Voodoo 2 a graphics card released what, 8ish years before the game? You just have to tone down everything or introduce more efficient tricks.
You could for example, grab oblivion, reduce the grass and tree density, introduce lower resolution textures, lower polygon models, disable shadows and tone down the shader effects and it can run on the origional Xbox just fine which some PC users have managed to do on PC's very similar to that of the xbox minus the ram amount. (Remember, Developers could achieve better optimisation.)
