Because previous exclusives tend to get held back greatly due to limitations of other hardware. FF13, Tekken 6, GTA4 all being huge examples. I could even see how xbox games feel this way with Mass Effect. Thanks to Bioware screwing up continuity, certain characters are all but gone if they aren't present on PS3.
