Glad you added it as your opinion, because I, obviously, disagree. GTA IV felt quite empty, not as entertaining as both of its predecessors, and just an overall, over-blown sequel in a popular franchise. A good game - sure, I never argued if it was "good" or not. Worthy of a 98 on Metacritic - that's another matter. Quite arguable if just judging on steps forward (or lack thereof) in the franchise.
Going back to Skyrim and Oblivion - both felt more robust and "console-pushing" to me (16 miles of open-ended game-play is hard to top). This all while i thought Skyrim lacked the magic that Oblivion had, but at least retained much of what made that predecessor so great. GTA IV felt like crucial steps backwards next to classics like Vice City and San Andreas (which I had to rely on Saints Row for a traditional GTA feel).

Just Cause 2 had a bigger world and scope than Saints Row and GTA4 combined, just saying

let me put it this way. GTA4 has one city Just Cause 2 has one COUNTRY, made up of multiple cities, villages, and bases. And you have more vehicles IE you have planes and helicopters in addition to ground vehicles
