Oh I mentioned it because someone else mentioned it as well and used that idea as speculation. They could use it to tie it up kinda like what their gonna do with the God of War Saga collection where there is a voucher you can use to register the game on your PSN account (at least from what I hear), of course they could use this via the Physical BD of the PS3 version and through installation tie it to the PSN account (not sure if its possible).

Again its speculation...and I doubt they'll do something like that.

It would be pretty understandable that buying a physical copy could be keyed into the digital game store of Sony's from which a Vita DL could be made ready. I see nothing unrealistically fabulous about the idea.
