Because the elderly, disabled, or very poor who may not have a car are the kinds of people most likely effected. You're targeting a lower class of people, people that the Republican leadership in this election have vocally voiced their contempt for in candid moments.

To think these laws are innocent in intent is a failure to read between the lines.
