I'm not sure why Sony talked about PS1 classics when launching the Vita. I suppose it was an attempt at one-upping the 3DS which terribly backfired.
If they can provide compatibility with the whole library (which it sounds like they can) then that's great, and a good selling point of the system. If it wasn't ready for the launch, they just shouldn't have mentioned it until it was ready.
Their only competition at the moment (in terms of dedicated handhelds) is the 3DS, which does not have access to a full virtual console library and doesn't seem to have any access at all to N64 games. So I can see why they wanted to talk it up in terms of "look what ours can do!", but they really should have waited.
