Yeah I actually agree with this. It seems to me that all the Japanese devs have moved on to the 3DS since it has become established in Japan. Plus the 3DS is doing okay in the west as well so localising some of those games here is also a good option. On the other hand the Vita never really caught on in Japan and western sales aren't that good either. So it seems only the western devs are supporing it.
This is quite surprising given the PSP was pretty much carried to whatever success it had by the Japanese devs. Maybe the games just cost too much to make and there's not enough payoff as of yet.
