This would be the third in the series. Extend is an update of CS. 

Was it possible to buy Relius for Continuum Shift? I remember Continuum Shift 2 was just a patch update but I don't think Extend was.

No but you could get makoto, platinum and Valkenheyn as dlc. Extend has a fixed online, relius, new single player stuff and the updated balance. Its basically SF4 arcade edition to Continuum shifts SF4. 

That's kind of what I meant by them pumping them out. They need to do it to keep the arcade scene alive though so it's understandable.
