Yes you can kill someone with a knife, a car, a rock etc. but the difference is you can only kill a couple but with an MG you could wipe out all the witnesses, they could be 1000's of people, but you could kill them all very quickly, wars in the last century proved this.
but the rest of your post does have a fair point, it wouldn't be easy to enforce
