The Russian Federation is a strange one. The USSR was made up of a lot of countries. If the USSR stilled existed and you look at the current table they would be third or so and have around 13 or 14 gold medals.
After the break up of the USSR a lot of non russian athletes still competed under the Russian flag because their countries lack an officail organisation.
China was nowhere in '88 but have now risen to replace Russia as one of the big two along with USA.
As far as I am aware the rowing is finished, maybe conegamer meant sailing.
