When I say PC developers, I'm referring to developers that are making PC games just for the PC. Developers like Crytek and EA DICE make magnificent games graphically, and I believe they make great games because of the constraints they have to deal with to get their games working at a high level on consoles. They have to come up with clever and creative techniques to get the most out of limited hardware and can then bring those creative techniques to PC versions of their games with little to no limitations. Developers like that are not in the 5% that I was referring to.
Take cars for example. 95% of American cars in the 50s, 60s, and 70s, sucked at everything except for raw power because there wasn't a premium on land. U.S. car developers didn't need to worry about cornering or braking because our roads rarely turn in sharp angles and were relatively wide, so a big car with a big engine was all that really mattered in terms of performance. Cars developed for the U.K. or Japan on the other hand, had to take into consideration compact areas and high fuel costs, so cars were made more efficiently.
