So they're going to continue to make core HD titles with relatively small potential audiences?

Not gonna make any predictions on THQ's fate, but for a company in their situation, taking huge risks on titles which might not perform is a disaster waiting to happen. What happens if Darksiders II flops? Or Homefront 2, especially given that the first game wasn't exactly a huge hit? This is exactly how THQ got into trouble in the first place. Now obviously a game can flop on any system, but isn't a lot better to have a flop game with a $10 million budget than a $50 million one? THQ needs cash in the bank badly, and this is a really dangerous way to achieve that goal.

I know just as little of their budgets, but I think the point that Rubin was trying to make is that; they wanna make the best possible game sthey can With the small budgets they have.

I admire their goal to make great games, but seeing as how they're nearly bankrupt, it would be in their best interest to shift development to systems with cheaper costs (e.g. 3DS, iPhone, PC). It's a particularly difficult period because publishers can't fall back as much on the withering Wii/DS, but they need to get money somewhere. THQ can't be Naughty Dog either. Don't think I really need to reiterate this, but a company with a situation as tenuous as THQ's should be making very low risk investments. Not niche titles with high budgets.
