35 Billion for the ISS is quite conservative. US payed > 50 Billion alone. Every pound in orbit has a worth of >1 pound gold. And the maintenance costs per year are the total cost of the LHC. The ISS weighs 417289 KG thats 21 Billion just to bring it up there. Then you have R&D which is way more expensive for Space Tech Then you need to actually build the modules (not all made it to space). Those modules alone cost Hundreds of Millions if not Billions. Assembly in space is also expensive. And the costs for all workers and astronauts. Just to build it we spend 100 Billions easily.
