PS3 GPU - 70 watts.
HD 7970 - 250 watts
HD 7950 - 200 watts (entire PS3 at launch was 200 watts)

The ability to dissipate heat hasn't advanced much so there just isn't any way possible for them to include a GPU that runs that hot.

Makes sense. However, the point of the rumor isn't that it will be a standalone GPU but part of an APU that is intended for high-end laptops.

However, it will likely have a lower-end 7xxx GPU than the 79xx. Probably almost entirely due to heat.

See, you couldn't even make the HD 7970/7950 as part of an APU.  Chips are too big and hot for that.  Those APU's won't use a GPU base with anything higher than a 60-70 watt GPU.  Otherwise, you'd need a CPU cooler the size of you computer monitor just to keep it cool.
