Bane didn't just become a lackey, though I can understand if that's how you saw it. It looked to me like they were partners/equals, but it could also be said that she was the 'President' while he was the commander of the forces. As though she had the overarching vision (using the fusion core for a bomb) and Bane had the drive/resources to do it (and creatively at that).
