I wish I knew. I've heard that it's because LA didn't want to promote what is clearly a broken game. I got sick of waiting so I bought the disk. When people tell you it's a broken game though... it made me sad how blatantly clear it is that the game wasn't finished when it was released. Fortunately, there's a restoration mod out there that does a fantastic job of fixing many of the issues. This isn't the one that was being worked on and then vanished; this one was updated last year, and it looks like they are still working on it today.
