Playstation Vita imo.

-You can download the PSP games (the compatibility gets better from what I heard as time goes on) via PSN.
-PS1 classics will be coming soon via PSN support for the Vita.
-More games will be coming out for the system eventually, so its a good investment imo.

Not sure about the battery though, you are gonna have to ask that to someone who actually has the hardware.

PS-Vita has better battery life than the 3DS

Play Resident Evil Revelations on fully charged 3DS with 3D on and you will be running for charger in about 2 hours. Use only 2D view mode and you will get an extra hour.

Play Uncharted Golden Abyss on fully charged PS-Vita and you might reach 4 hours

This is from my play experience and I picked these two games because they are the most graphically impressive for each of the two systems begin compared.

I never had a PS-Portable, but the games from that I have tried on my PS-Vita look really dated but sometimes that is the only way to enjoy the back-catalog rather than wait for some HD remake.

End of story, the PS-Vita is the best handheld I have ever tried and I expect nothing but great things in the future for this system. It's only problem is lack of on going frequent quality software releases but for anybody just getting it, the current available library of games you haven't played should offer plenty.

I recommend you start with:

  • Escape Plan
  • Mutant Blobs Attack
  • Uncharted - Golden Abyss
  • Rayman Origins
You also have the 3DS so once you have the Vita, you will have all you need to be able to enjoy the best games available in the portable market. Whatever games are actually really good on the iOS do eventually make it to other platforms where they can make more money.
  • Angry Birds
  • Plants vs. Zombies
  • Fruit Ninja
  • Cut the Rope
  • etc
