The solution is to fix employment and unions somehow.
I was thinking the other day, ehat if there was some farm or like some land levelling group that hired help on the spot. Pay people in cash with the employer fronting their taxes and just pay money to level or pick or even areas out. Have your own good venders there and provide housing for a cost.
No crazy gimmicks or working people to the bone. Just money for services rendered.
