Is the idea to get people to stop using it? Tax gum like crazy and you drive people out of it. Unlike cigarettes, there isn't an addiction factor. And even with cigarettes, the market engineered electric varieties which are based on water vapor and ended up getting around the taxes. Pretty much they are water vapor, nicotine and flavoring, in an atomizer which ends up turning the water in the unit into vapor.
