if they are bad, then yeah. You judge the game as a whole not just some parts of it, if this extra features takes away from the overall experience then they should be taken into account. Of course that should be for the consumer poitn of view.
In written reviews they might judge the apart to avoid making a whole description again, like they do with some dlcs.
