Building nuclear weapons is fine under the treaty, as long as your nuclear stock doesn't increase? That is, the countries are allowed to build bombs to replace decommissioned ones?

As far as I understand there isn't much of an obligation in terms of disarming - the treaty is strongest in terms of stopping new countries getting weapons and limiting how the weapons can be used.
