yes... because they still had the PS2 graphics chip, the GS (graphics synthesizer) on board - while that graphics chip is weak it's hard to emulate for the PS3, because it has RAM on die, which means it's gpu RAM bandwith is much higher than the PS3s
the games that made use of this bandwith will be extremely difficult to emulate accurately without changing their initial code, which would mean to actually have special emulators for single games
still Sony made sure some PS2 games run on every PS3, the singstar games for example, the PS2 parts even run on non-BC PS3s
