As i said, sneak behind the level 95 UM (or just kill him. I also discovered that time of day is irrelevent, even though the wiki insists they are only available at night), but they're right there on that tiny little platform's edge.
At last, all bonds are purple. Later this evening i'll put picture-in-picture on and do a mass dump of collectables while i watch TV, to try to begin movement towards the Pinks (only 4 Pink bonds so far: Reyn-Shulk, Sharla-Shulk, Reyn-Sharla, and Dunban-Riki for some reason). I've found fighting enemies that are just at the upper limit of what you can survive against is perfect for in-battle affinity boosting.
