The Resident Evil series was created by developers at Capcom who no longer work for Capcom.

its possible they had an idea for the series, but instead Capcom took it in different direction.

The series never seemed to have a grand  scheme anyway. i dont think Capcom's writers are experts. each new game adds another zombie like threat. it not like the series is known for brilliant storytelling.

so i personally never saw it going anywhere. each game adds a new villain related to the zombie threat. the original aim of Umbrellia was simply an evil coperation at work.

that being said, i thought the story of RE4 was actully pretty good. and Code Veronica was pretty good as well i believe.
