Me, my brother, some of his friends, 2 of my housemates all own Black ops (yes we are sheep) but not one of us bought the rip off DLC or map packs.
These figures are probably right because it's based on people not individual sales/downloads. I only download free demos and free DLC, I never pay for any DLC. Last game I bought was Wipeout HD when that first came out and it's expansion when that came out, that was over 2 years ago.
