If it isn't solely about full price retail games, then I am sorry but I guarantee that from just XBLA there have been more downloads than is mentioned here.

1.5 million people buying digital stuff on consoles (PS3 & 360) in the whole UK is a joke with a userbase of 13 million.

CoD mappacks alone in the UK probably exceeded this number.

CoD Black Ops DLC generated 250 million USD alone and that game sold 14% of its worldwide sales in UK.

So that would mean 35 million USD spent in the UK, which would mean 2.3 million downloads, $15 each.

I know, not the most reliable data (currency etc) but it still proves my point that their data is even worse. Add Battlefield 3, Uncharted, Gears of War etc etc and you get the idea that 500k is not realistic at all.
