If I remember correctly you can do all quests below level 30, than you have to start paying for some things.
You have to pay with Turbine Points, which you can also get in-game, it only takes a loooong looooooong time.
But if you like the beginning of the game, I would 100 % reccomend you to switch to the P2P model.
