Do you have a multimeter? I would check to make sure the PSU is getting voltage. Second, I doubt this is the case, but I would try something in the outlet to ensure it works since it won't turn on at all. I mean it is a very slim chance, but sometimes its things you wouldn't expect to be a problem.
