The spanish national anthem had no lyrics until some couple of years ago and even then, it's still not a consentual decision. I don't think it's because some of them are basques.

Most still sing the proposed 2007 lyrics, but it was never officially endorsed because it was too reminiscent of the old Franco regime. I think that in official channels, they're encouraged not to sing those lyrics.
