Hawkeye uses neither. It's a camera like all other sports that use hawkeye. It's even used with precision in tennis and other sports, so it's not like the technology doesn't exist. It's based on a simple fact, is the ball completely over then line, 'yes' or 'no'. It sends a signal to the referee who makes a decision based on it. It would only really be used in crucial decisions where people are unsure. Stopping the entire game for someone to look at a replay just seems a bit much.
My thoughts 1:1 goes to penalties. Czech are a good side and have put up a good fight.
