Your edit got it right. This was known when WOA was announced, only Metro apps would be compatible between Windows RT and Windows 8. Today Windows Phone 8 got added into the mix.

Windows 8 can run Metro and standard desktop apps. Windows RT can run Metro and Microsoft ARM dektop apps (it comes with Office). Windows phone can run Metro.

I just think its pretty stupid to have three different platforms. RT should not exist as it should just be winphone8 and win8, especially considering the deep integration they are focusing between the two.
