I think it means both versions of windows (8 and RT) will have the same price and features sets for different editions*
*(by different editions I mean like the Home, Professional, and Ultimate editions of Win7).

I don't think they mean that. I think MS provides the tech specs the oem have to apend to, and all sell the products of the same type (RT 32 GB) at the same MRSP.
