Graphics do not effect my enjoyment of a game, with the exception of major slowdown. I for one, never understand why people claim to be 'unable to' or that it 'hurts their eyes' to go from playing PC/PS3/360 to a game on Handhelds/Wii/Previous generations, I've never experienced it.
That said, I do believe developers should strive to push the console they are creating a game for to it's limit. Even though graphics don't affect my enjoyment of games, I would still mark down a game in a review if it was the bottom end of it's console's graphical capacity (I would have exceptions for ports and games where dated graphics are part of the visual style).
