Until it gets formally announced by Sony, it doesn't. Tech for the next Sony console is definitely in the works. But Sony hasn't announced this mythical "Playstation 4" you speak about. But hey, maybe it will join the shelves of the XBox 720 and Wii 2 that people were talking about.
Sony also said "we were never the first, never the cheapest" last week, basically confirming PS4 will be a graphical powerhouse. Btw, Like that other dude said, a 350 dollar PS4 would be probably more powerful then a WiiU at the same price, since most of the cost will go to the tablet controller, compromising on the graphics department.
So, we start off with talking about consoles that don't exist, being more powerful than a console that does exist. Next, we start giving prices to a console that hasn't been given a price point yet, and then naming this console that doesn't exist yet the same price, so we than can declare victory in a battle that hasn't started, so that we can score points on a fictional scoreboard, that is only in the minds of people who are console partisans/fanboys.
Well, if we are going to go complete speculation and posturing for partisan points, I will tell you that the Atari 2600 is more powerful. And it under $50... isn't that nice?

Yes, its not even speculation anymore, since a Sony exec confirmed it to be more powerful, therefore we can assume itll be more powerful.
Only thing for confirmation here, if that, is that Sony exec confirmed the next console name with be... Playstation 4. No guarantee it is that. As of now, it doesn't exist, but is being developed under R&D. Until it is released, or showned, nothing is known about it.

Actually, the name is not confirmed at all, what is confirmed is that itll be more powerful. The name could be anything, I like PlayStation Orbis. PS4 is unlikely in Japan as 4 is a bad number there.
The thing is that the Twitter was in response to someone makin a comment that the PS4 was less powerful than Wii U. So, the discussion became PS4 vs WiiU, eventhough there is no PS4 out there at all for this. Now, if the discussion were Orbis (the codename for the project) vs WiiU, then yes, the Orbis should be more powerful than the WiiU. Question is whether or not this power will be sufficiently noticable to get people to get it instead of a WiiU. We could be hitting a spot where such returns won't be sufficient to make a difference. As of now, on the portable front, the Vita is more powerful than the 3DS, but the 3DS is dominating it, because of price first and foremost.
Thing here is you can't do the level of speculating you had. It is WAY too presumptive. We don't know the price of the Wii U, and certainly don't know what the next Playstation console will be or the price it will launch at. Also, if people grow used to the second screen and like it better than now, then Sony will have problems.
