I wouldn't say mostly. I think maybe only with big-budgeted, highly talented, larger developers. I don't think most developers can create amazing graphics by itself, it'd be even harder for amazing graphics & amazing gameplay. But no one really knows, as none of us has seen the development process of most developers.
