The in terms of functionality the UPro is the same as the UPad except without the touchscreen/motion control/NFC sensor and all that stuff.... in other words any game that can use the UPro as it's controller, can also use the UPad. Therefore there is no need to bundle it.
I believe devs can basically do what they want regarding control schemes, ie the primary can be just buttons and sticks (which means you can play it with UPro only if you like, or the default would be UPad but the screen turned off) or the Wii remote, or the full UPad functions, or have multiple options for the same game (like Mario Kart and Smash Bros had for Wii)
I fully expect the console will come with a UPad (which covers traditional controls as well as anything new the UPad offers) as well as the Wii remote+ and nunchuck (which cover games with more complex motion controls than the UPad can offer, as well as games that require pointer controls)... together they will cover over 99% of games. (the other 1% being anything requiring the balance board or special controllers like guitars/drums) So the only reason people will have to buy additional controllers is if they want to play local multiplayer or for personal preference.
