It does less DPS than a stimmed marine, but it's 300/300. I see it as more of a pressure unit (make your opponent have to do something) than the core of an army.
The slow attack speed of that and the Swarm Host allows more opportunity for micro and positioning on both sides; I'm a fan of any change that raises the skill cap and makes for exciting competitive games.
