It wouldn't be that. Adding the second gamepad slows framerate only, and even then we're not sure if that just means framerate on the pad or framerate altogether, since its speculated to be a bandwidth problem.

That makes no logical since at least not to anyone who understand even the basics of game development. Framerate is not a hard coded attribute.

So you're saying that making a game less graphically impressive can't lead to a better frame rate? I never knew that, could you explain?

Yes, but they're not going to restrict capabilities console-wide for the sake of one feature. That would be like if Sony had permanently retarded the PS3's GPU when they introduced 3D games, just because 3D uses more resources.
