Ubisoft : Wii U CPU on par with PS360, GPU only 1.5x Powerful?

It wouldn't be that. Adding the second gamepad slows framerate only, and even then we're not sure if that just means framerate on the pad or framerate altogether, since its speculated to be a bandwidth problem.

To make up for the hindered frame-rate maybe graphical restrictions were made?

I don't think so. Really, the frame-rate hindering isn't that bad. Dropped to 30FPS (for a Ninty Title)? That's as good as last-gen. (I know this is next-gen, but just look at the controller, it seriously should make something give!)
