If you're hardcore enough to want this game then you're hardcore enough to have a PC which will run this game, warts and all. I suspect they are having problems making it run on a 'reasonable' PC but in the end that is probably moot anyway.
I bet the problem is that Microsofts own tools which would have made it a relative piece of cake to port from 360 to PC aren't in Japanese and thus aren't available to them.
