You can already download youtube videos.
Visit this site with your Vita http://oretube.blog99.fc2.com/blog-entry-75.html
Open the PSVitaTubeDownloader (nothing happens) and save the bookmark (If it worked you see some javascript)
Visit youtube and download a video with opening the bookmark. (the download link appears above the video)
